Signal Hill, California is located in the San Joaquin Valley of California and has been inhabited for over 10,000 years. The first Europeans to arrive in what is now California were traders and travelers who explored the area in search of new land to claim. One such explorer was Juan Rodríguez Cabrillo, who visited the area in 1542. He saw potential for gold mining in this area, so he set out on his journey to find it. Signal Hill was founded by José Garza y Costilla on November 1, 1845 as a location for a military post called Fort Garza. It became a town on December 3, 1847 when it was granted incorporation by the government of Alta California. The town was named after General José Antonio Mendoza y Ventura (1758-1836), commander of Mexican forces at First Battle of steeplechase during Mexican War of Independence. The first scopes made in Signal Hill were sent to Mexico City by Captain John Herschel back in 1824. These telescopes were used by astronomers to study stars and planets across the American continent. By 1840, there were more than fifty telescope shops operating throughout North America alone! One major factor that led to Signal Hill's growth was its location near points of interest for miners and prospectors seeking gold and silver within easy reach. In addition, many stores and homes were built along Railroad Avenue because it served as an important transportation link between Signal Hill and other parts of northcentral California.

The community was founded in 1887 by Judge Augustus Pullen and his wife, Mrs. Jessie Morse Pullen, as Signal Hill Station on a ranch controlled by Mr. andMrs. Charles Folsom from Stockton. They named their new settlement after a hill near their farm which they saw as an important landmark in the area. The first post office was established in 1888 and remained open until 1907; it was then moved to what is now its current location across the street from the railroad depot. The pullens were among early settlers who cultivated maize (a type of corn) on their holdings that later became known as Signal Hill Rancho de los Pulmones (Rancho of lungs). In 1916, they donated most of their land to the city of Fresno for use as public lands that continue to be used today by Signal Hill residents, government officials and other citizens alike. The Pullens also gave money toward building an elementary school and library within Signal Hill Village which opened in 1924 inside what is now the municipal complex adjacent to Interstate 5 just south of where it meets Highway 99W/State Route 56E (now I-5 exit 9A). In 1933–34, architect Sallie Mae Baldwin designed one of America's first concrete block churches – Mount Carmel Catholic Church – located on Main Street West between Center Street and Pritchard Road (now Kern County Drive 3758). That same year, she also contributed $5,000 to help build a vocational high school for women in neighboring Porterville called Porterville Girls' High School #2; this facility opened in 1936 and remains operational today with over 800 students enrolled grades 9 through 12.. On July 15, 1938), during World War II (), members of local military units serving with Ninth Air Force bomber groups based at nearby Scranton Airport bombed Lodi oil refineries producing gasoline providing fuel for aircraft operated by Eighth Air Force bombers attacking targets throughout central California (). One minor injury occurred when two bottles exploded while attached to an airplane’s flying canister system while landing at Scranton Airport.; three days later on July 17th both Refineries were again targeted when Fifteenth Air Force bombers flown out from Salt Lake City accidentally dropped bombs off Tower Peak into Alameda Bay instead hitting Target No 3 refinery causing only minor damage but some loss or destruction including a week long interruption in gas supply resulting in weeks long power outages throughout downtown Los Angeles.; finally four days later all five targets had been successfully attacked resulting in massive fireballs seen up to 30 miles away each bursting into flames creating an intense columnar light show visible day or night for miles around especially along coastal areas including Signal Hill

The resort became known for its elegant architecture, luxurious suites, and successful gaming floors. In the 1970s, the casino was sold to American Express and renamed American Express Tower. It was demolished in 1990 to make way for an entertainment complex that now occupies the site.
