In 1881, Charles T. Winchester patented the first shooting target holder in Signal Hill, California. The patent was registered in November of that year. In 1886, Winchester created a company to produce and sell Shooting Target Holders. The company continued to produce Shooting Target Holders until 1899. From 1899-1902, the company produced Shooting Target Holder models with different design features. One model featured a dovetail joint at the top rear corner for attaching to other objects; another had an elastic band for holding onto posts or furniture; and still others had screw-on eyes for targeting practice. These models were manufactured until 1902 when Winchester discontinued production of Shooting Target Holders altogether due to prohibitionist efforts by the United States government.

It is part of the Bakersfield–Delaware micropolitan area. The first Signal Hill post office was established on October 25, 1876 by J.M. White and Wm.Yates Jr., with a population of six people. The name "Signal Hill" was chosen to commemorate a signal hill in nearby Del Rio that had been the site of artillery fire during the Mexican-American War (1848-1853). A second post office operated from 1886 to 1912; it closed due to racial discrimination against Black Americans in Kern County at that time. In 1908, an agricultural fair was held at Signal Hill for the first time ever and featured exhibits from around California as well as representatives from eight other states including Oregon and Nevada. In 1927, Signal Hill became part of the newly created Kern County when it was split off from Los Angeles County. It is part of the Hollywood Hills neighborhood of Los Angeles. Signal Hill began as an agricultural community and today it is home to a few dozen businesses and residences. The original name for Signal Hill was "Moses Lake" because the hill was a natural source of water for irrigation systems in nearby Larchmont. The name changed to Signal Hill after Union soldier Colonel John Sutter built his military post here in 1847. In 1864, US General George Custer fought his last battle at Signal Hill before he died in battle near Fort Sumter, South Carolina two weeks later.
