In 1896, the CDP became a town under jurisdiction of Fresno County. On February 15, 1959, the town was merged with Fresno into the city of Fresno. Signal Hill is known for its agricultural production including hay, cotton and other crops. The Village also manufactures cheese and hot dogs from cows and pigs that are raised on their farmlands. The village has two churches; First Baptist which was built in 1898 and Holy Cross Catholic Church which was built in 1936. There are also several businesses located within the village such as a grocery store, restaurant and barbershop/beauty salon. Since 2000 there have been occasional protests against water usage by Southern California Edison Company (SCE) due to concerns about potential environmental impacts from increased development around Signal Hill Village's water supply source called "The Well". Protestors have had success achieving some symbolic victories over SCE such as preventing erosion control measures being placed on top of the well following Hurricane Katrina but more recently they have been trying to get SCE to change how it uses water resources near Signal Hill Village specifically through what are called "water audits" or conducting hearings where citizens can ask questions about specific projects that may impact their local drinking water supplies

Signal Hill is now an unincorporated community within the city of Brawley. The first permanent residents of Signal Hill were two men, Hiram Ulysses Grant and James Irvine, who arrived on horseback from Nevada on November 10, 1874. They started a cattle ranch that stretched from east to west along what is now Saginaw Street. The grant brothers operated their ranch until 1886 when they sold it to John Jervis Marshall, who built a adobe Rancho La Conchita near present-day Yuma National Monument. Marshall's son George W. Marshall acquired the Rancho La Conchita in 1912 and renamed it Signal Hill after his father's home state of New York (the original name had been Grantsville). In 1924 Rear Admiral Chester Nimitz set up his naval base at Seal Beach on Monterey Peninsula which required access to Highway 101 south of Signal Hill; he wanted to be able to see Monterey Bay without having to go down into the valley. He recommended that Route 1 be rerouted through Signal Hill so that Naval Base could be more easily seen from Interstate 5 and other parts of southern California. In 1935 US President Franklin D Roosevelt also recommended that Route 1 be rerouted through Signal Hill because he thought it would make for more interesting driving conditions as motorists went around curves located just beyond the town limits on both sides of I-5
