After goodyear died in 1892, his widow donated land to build a schoolhouse on top of what is now town center; that structure still stands today (). In 1907, when most of Kern County was organized into districts, Signal Hill had its own district office (). In 1916, when District No. 2 was created within Kern County by an act of the State Legislature (), Signal Hill became part of that newly formed district(). It remained part of District No. 2 until 1989 when it was placed within District 3 (which encompasses muchof present-day Bakersfield). On May 14, 1990 voters passed Proposition 218 (), which reorganized California's state government into three divisions based on population size: District 3 consisting of all but eastern Kern County; District 1 consisting of portions of Los Angelescounty and Orangecounty; andDistrict 2 comprising all but western Kern County ()—the same boundaries that had been used since 1976 when Californians voted through Proposition 13 (). After passage of Proposition 218 (), Signal Hill became reorganized as an incorporated village under Township Code #27 (now Placer) () with a population density less than one person per square mile (.5 people per km²). On Nov 7th 2000 elections registered over 5200 residents living inside township boundaries!
