It is part of the Riverside-San Bernardino metropolitan statistical area. Shafter has been a center for target shooting and hunting since before there were any settlements here. In 1881, George Atherton developed Shafter Ranch as a location to plant wheat and other crops. He named it after one of his ranch holdings in England - Shaftesbury Manor. At that time, target shooting was considered an activity only for gentlemen's clubs or country estates with large ranges around which they could shoot their game. However,target shooting began to gain popularity among farmers and other rural residents throughout Southern California as well as across America due to its simplicity, accuracy, and lack of risk associated with traditional rifle calibers such as .50BMG and .70 caliber used today in target shooting contests. In 1911, Shafter became the site of the first American national annual agitational field Target Shooting Tournament being held under the auspices of National Rifle Association (NRA).
