Shafter was founded in 1853 by James Shafter and his wife, Emma. The town of Shafter became a post office in 1857 and a small irrigation canal was built in 1861. In 1871, the Shadowers moved to Fresno and opened a general store. The store closed in 1897 but reopened as the Shafter Mercantile Company in 1902. In 1916, the company merged with the Fowler stores chain to form the Fowler-Shafer Corporation. The family ran the business until it sold it to J. C. Penney in 1954. In 1949, California Senator Harry Byrd (D) visited Shafter and pronounced it "the most beautiful place on earth." After he left, residents erected a statue of him at Main Street and Broadway near their store entrance. A year later, they also erected a similar statue of Mrs. Byrd at her home on North 6th Street near Main Street. The town has had several notable people associated with it over its history: James Fenton Shafer (1856-1927), an American farmer who helped found Fresno; Lillie Mae Fowler (1884-1971), an educationist who founded San Jose State University; Clarence "Buddy" Fowler (1913-2004), founder of JCPenney's Fresno division; Alameda County Supervisor Don Evans (1950-2008); Mayor Bob Filner (1975-2011); and Governor Arnold Schwarzenegger (1989-2003).
