However, this decision caused great controversy as most of Shafer's citizens wanted to keep their townspeople independent while still retaining their own identity In 1978 City Manager Don Griggs proposed that all businesses close at 6 p.m., effective January 1st because of increased traffic congestion due to Expo '78 which took place in nearby Pomona In 2000 Shafer passed an ordinance allowing smoking in any enclosed public places including restaurants and bars despite previous local ordinances prohibiting such behavior

The name "Shafter" is from the Spanish word for "cape." The town grew slowly until it became an important shipping and commercial center between San Francisco and Oakland during the late 19th century. In 1916, Shafter became part of the newly created County of Alameda. In 1940, Alameda voters passed a referendum to annex parts of East Palo Alto into Shafter so that it could become more urbanized. The annexation was granted and the town continued to grow rapidly until it reached its current size today.
