Shafter is a small town in Kern County, California, United States. The population was 1,693 at the 2010 census. It lies on State Route 99, about 18 miles east of Bakersfield. The first permanent settler in Shafter was Purdy and wife Emmaline Ayer in 1865. They built a log cabin on the east side of SR 99 near present-day Folsom and took up residence that winter. In the following year they bought 640 acres (250 ha) of land from the Asst Sheriff John Hodge for $1 per acre. The Ayers donated their home and other property to the town for use as municipal edifice starting on July 1, 1870. In 1872 Shafter organized as a village under the name "Atherton". On October 3 of that year J.P. Marshman became its first postmaster after opening an office in a barn north of Main Street. That same year Shafter erected a warehouse and store at what is now corner First Avenue and State Route 99 North (now called Weyburn Road). By 1888 there were twelve businesses with an aggregate value of $5,000 in business activity in Shafter village! On December 22, 1886 President Grover Cleveland delivered his inaugural address from City Hall located on Central Avenue just south of Main Street in Shafter Village where he spoke on behalf of all American citizens assembled there pursuant to section 5a(b)of Article XIII Of The Constitution Of The United States which read: "All public proceedings shall be open to view by all citizens within this state." Mr. Cleveland congratulated the people upon their many Progressive advances during his term including passage of two laws establishing free universal primary education; one providing for compulsory voting by residents aged twenty-one years or over; another regulating horse racing; reduction or elimination of tolls levied by various public highways throughout this state; amendment to the state Constitution authorizing counties to levy general sales taxes without approval by voters thereof; Mr. Cleveland also announced plans for construction of three new courthouse buildings--the Atchison County Courthouse (later renamed downtown Bakersfield), People's Court House and Tulare County Courthouse--at a cost totaling $28 million! It should be noted here that while ranching had been important early on in Shallow's history it only became truly significant when irrigation arrived courtesy of federal government subsidies beginning around 1900 along with accompanying white settlement northward into Kern Valley culminating with General Land Office purchases beginning about 1910 thereby creating vast tracts formerly used for agriculture transformed into major real estate holdings today including portions adjacent to today's Hastings Ranch subdivision off I-5 just outside Bakersfield
Shafter was founded in 1853 by George Shafter and his brother-in-law, Uriah Baldwin. The site of the new town was a rancho that George had purchased from Juan Bautista de Anza. In 1854, Shafter became the first post office in California when it was established at the junction of the San Joaquin and Sacramento Rivers. In 1857, he warrantyeed his land to J.B. Stuart for $10,000. In 1863, Shafter donated land to the California State Normal School (now Cal State Fullerton) on what is now North Shore Drive. He also donated $5,000 towards building an elementary school in nearby La Habra Heights in 1865. Shafter died in 1865 and is buried at Pioneer Cemetery in La Habra Heights.
