He was followed by A.J. Brown who served from 1915 to 1921 before becoming mayor again in 1923 after two terms as a City Councilman. During World War II, the city contributed troops for various activities including providing munitions for the war effort and manufacturing tanks and artillery pieces for the military forces fighting against fascism throughout Europe and North Africa
Shafter was founded in 1853 by George Shafter and his brother, John. The Shafers were a family of Russian immigrants who had come to California in the late 1800s. The Shafers started out as farmers and soon became ranchers. In 1875, George Shafer married Anna Maria Siegel and the couple moved to nearby Red Bluff. They continued to operate their ranching operation until George Shafer's death in 1922. After his death, Anna Maria continue operated the ranch until her own death in 1949.
