Seal Beach's early history can be traced back to 1868 when it was incorporated as a result of an act of the State Legislature. It has since become one of the most popular tourist destinations in Southern California and its surrounding areas for its clear waters, beautiful scenery, and easy access to beaches and activities. The first recorded mention of Seal Beach occurs in 1868 when it was mentioned as an area that had been earmarked for annexation by Los Angeles County but not yet annexed due to objections from nearby communities such as Redondo Beach. In 1870, land west of Main Street (now Seal Beach Boulevard) was acquired by Mr. John Sutter who named it "Seal Beach." At that time there were no beaches in southern California; seagulls became common over time because they could find food nearshore during low tide periods. By 1923, seal hunting had become a major industry with vessels called "seal boats" being used to collect fur seals on Long Island Sound while other fleets collected them off the coast of Japan and Korea. In 1933, after years of effort by Mayor Harry Weisenthal and others within Seal Beach City Councilman Harry Backstrom brought about passage of a bill making Seal Beach an open-air city beach under state law, construction began on what would eventually become known as Old Town Square - now home to several restaurants and cafes including The Wavefront Resort & Spa - just east of downtown Seal Beach. This long awaited project saw residents contributing $3 per day toward resurfacing streetscape which included new sidewalks, lighting and water plumbing facilities among other amenities necessary for becoming an open-air city beach destination like Santa Monica did two decades later. As development proceeded throughout the late 1920s into 1940s much progress was made with plans for builta wharf/mall on North Harbor Drive providing access from Point Mugu via Newport Boulevard until 1945 when military forces bombed Pearl Harbor cutting short any further plans for redevelopment though some buildings still remain today (including City Hall). On January 1st 1941 all citizens living within 5 miles or so eastward along Interstate 5 were ordered into their homes during World War II following the attack on Pearl Harbor which destroyed many local businesses including those located at Oldtown Square including Carlsbad's Masonic Lodge where many members took refuge inside until liberation came three days later that evening courtesy of Navy aviation using PBY Catalina aircraft flown by Captains Alonzo Smith Jr., Jimmy Greer and Ted Collins en route from Salt Lake City Utah Veteran Edmond Jones played leading role in saving many lives aboard USS Indianapolis which arrived off shore shortly thereafter giving nickname "Muggy Monday" to refer to local events occurring during war time without fear or repercussions locally or nationally both locally & nationally then continuing thru numerous postwar years until finally ending with fall OF 1992
