Seal Beach is a city on the Pacific Coast of California, located in San Diego County. The population was 20,711 at the 2010 census. Seal Beach was founded in 1887 by brothers Carl and George Seale as a small town on the shore of Laguna Seca. The name "Seal Beach" comes from a local surfing beach which lies to the south of town and became known for its large seagulls that nested atop the rocks along the coast. In 1907, Carl Seale built Hecate Hall, one of several contributing buildings in what would become Seal Beach's first post office. The city began annexing other townships beginning in 1915 and by 1923 it had acquired all but 1/8th of present-day Seal Beach. On April 15, 1928, Seal Beach became an unincorporated community within San Diego County when it amalgamated with neighboring Unadilla Borough. As part of this process, Seal Beach annexed areas now located inside City Limits: East End (now called North Park), Alice Springs (now called Vista Point), and parts of South Park and Mission Bay neighborhoods east of State Street before becoming an incorporated municipality once again on December 6, 1934. In 1949 Orange County was created from portions of San Diego County including Orange and Harbor Heights; however, much like most counties during that time Orange didn't have any county government institutions such as jails or courthouses until 1959 when they were moved to Tustin under then-County Attorney Arthur Goldberg's development plan for southern Orange County - Seal Beach being one potential site for new county facilities north of Interstate 5 should developments within city limits proceed unchecked (see also Tustin annexation). On July 12, 1984 Hurricane Connie struck mainland Southern California causing massive damage to coastal communities along Los Angeles' southeastern border including Seal Beach; however little physical damage occurred within city limits due to advances in levee protection technology at that time which made comprehensive flooding virtually impossible even if major storm surges hit landfall (see also Coastal California aftermath following Hurricane Connie). In fact some residents living near beaches such as Belle Isle were able to return home after previous evacuations order by Mayor Don Shriver took effect on September 12th following news outlets reports about possible looting taking place throughout inland areas near LAX Airport during pre-storm conditions although no reported incidents occurred; seealso LAX airport response following hurricane Connie . This event marked first time since 1950 that both coasts had been hit simultaneously with significant property damage from either side - prior events having involved smaller storms hitting each coast over several days or weeks later resulting only in minor physical effects with coastal communities struggling for months afterwards to rebuild
