Seal Beach is a city located in Imperial County, California. As of the 2010 census, the population was 34,898. It is known for its association with the Seal Beach Yacht Club and its many beaches, including Seal Beach Pier and India Point State Park. The city was named after called "Seal Harbour" in 1795 by Captain Johnstone of HMS Beagle on his way from England to North America. The first permanent English settler in what is now Seal Beach was James Purdy who arrived in 1827. He built a small adobe cabin on what is now Abbott Road. A year later he moved his family to the present day site of Seal Beach when he purchased 5 acres (20 hectares) of land at India Point Bluffs on April 25, 1829 from Samuel Swayne and others for $500 cash. Grew rapidly as a result of waves crashing against shorelines along the bluffs which offered excellent spawning grounds for abalone and other shellfish. By 1836 there were over 20 businesses operating along Abbott Road with menagerie, boatyards, blacksmiths, wagon shops etc.. In 1840 Captain Elisha Peabody established an anchorage offshore at Anacapa Cove to sell goods collected during his circumnavigation of America that had been packed onto vessels during his previous voyage around Cape Horn. Captain Peabody's anchorage became one of Southern California's most important commercial points until it was supplanted by Newport News Shipbuilding Corporation's Mare Island facility in World War II. After World War II seal hunting declined as stocks increased due to over-fishing and habitat loss; however it resumed in the early 21st century following passage of Marine Mammal Protection Act Amendments (MPA). Facing mounting pressure from more developing coastal communities such as Laguna Niguel and Irvinevirtually all remaining commercial sealing activity ceased between 1978 and 2001 when state regulations changed requiring open water harassment permits for any type or size vessel Operating within 200 feet (60 meters) OF anyighthouse or harbor entrance--that is regardless of whether or not such vessel may be lawfully fishing for sea lions or seals offshore! In 1876 sealers began commercial fishing off of Seal Beach's shoreline; this led to its nickname of "the Fishing Capital of California" because so many aquaculture products were produced here including Tilapia, Tuna, Shrimp, Goldfish and more. McDonnell and his wife Elizabeth Auchterstaller McDonnell as Seals Point Harbor. The name "Seal" comes from the Spanish word "seal", meaning "a seal of protection." The first post office in Seal Beach opened in 1901. In 1912, Seal Beach became an incorporated city and adopted a council-manager form of government. On October 16, 1916, the United States Navy's USS Constitution collided with a Japanese Type 97 submarine while sailing near Seal Beach; both ships were damaged but Constitution survived and returned to service two days later. On November 15, 1946, Seal Beach became an unincorporated community after its incorporation into the City of Orangeville effective that date.
