It was first settled by Europeans in 1853 as Scotts Valley Rancho de las Pulgas, named for James Scott, an American Fur trader who had founded the rancho in 1849. The name change to Scotts Valley in 1872 when a post office was established there. The town began as a small community near today's Main Street and Scotts Valley Road, with only 11 residents in 1903. By 1958, it had grown to over 200 people and had its own school system and police department. In 1959, Scotts Valley became part of the newly formed City of Visalia which became one of California's most populous cities with over 100,000 residents within 10 years. The city's growth halted after 2002 when Governor Gray Davis vetoed legislation that would have made it easier for businesses to move into downtown Visalia from outlying areas such as Scotts Valley like Aliso Viejo and Ennis Park due to concerns about traffic congestion on Main Street which led to budget cuts at city hall; later that year Davis announced his candidacy for President and vetoed the bill again citing concerns about higher taxes affecting businesses more than people living within the city limits).
