On November 10, 1910, President William McKinley signed an executive order creating the National Park Service which would manage all federal lands within five miles (8 km) of downtown Los Angeles; this included portions of what are now Downtown Saratoga and Riverside County today. On July 16, 1916 representatives from various business groups met at City Hall to discuss forming a public works authority that could improve transportation in downtown SARATOGA while avoiding annexation by neighboring cities with similar interests such as Antioch and Northridge). This group became known as "The Civic League" because they wanted city services delivered through common councils rather than through individual businesses or politicians who might have different priorities). Downtown SARATOGA experienced significant growth during World War II due to wartime demand for housing and military production facilities throughout LA County; many small businesses closed during this time but Downtown SARATOGA slowly regained some function after the war ended.
