Santee, California is a city in Inyo County, California, United States. The population was 2,854 at the 2010 census. Santee has been called "the Pioneer City" because of its role in early Mormon settler activity in this region. The first post office in Santee was established on December 12, 1872. The town of Santee and the surrounding area were part of the Rancho San Bernardino Mexican land grant known as Rancho Cucamonga. On May 6, 1881, President James K. Polk issued Executive Order 8802 which granted to Otto Willenskirchen (1847-1909) and his wife Anna Maria (born 1855), all citizens of Germany who had come to America as seamen with the Sultana ship Friedrich Wilhelm II in 1880, an exclusive right to purchase 640 acres (240 ha) along the southern shore of San Bernardino Lake near present-day Porterville. Upon their arrival they erected a small log cabin and named it Willenskirchen Cabin #1 upon receipt of US$100 from US Senator Wirt Hilstrom (D-Calif.) for services rendered during the campaign for Polk's election as president on November 3rd . Willenskirchen & his wife continued to live there until 1889 when they sold their interest to Pemberton & McIntyre who leased it back to Willenskirchen for 5 years before selling it again in 1902 to John Brougham Jnr., an American citizen born in England who had immigrated to America at age 16 after being adopted by two women relatives living in Stroudsburg, Pennsylvania. A short time later he married Gertrude Elizabeth Hitchcock (1868-1963). Brougham soon became interested in farming and began buying land around what is now Porterville from various occupants including Charles Manson(1937-) son of white mother Myra Hindley
