One such change was to appoint Bean as judge for the newly formed counties of Riverside and Orange County which bordered Southern California on three sides. This position made Bean responsible for all criminal prosecutions within those counties including law enforcement activity and other aspects of public safety while also providing him with oversight over judicial decisions that could impact these areas negatively. After World War II ended, many farmers abandoned their land near Los Angeles because they were unable to find new markets for their crops due to postwar shortages of foodstuffs like wheat and cotton. As a result, much of this agricultural land came into hands of people who decided not to use it but rather sell it off orleased or lease it back to government entities such as agriculture experimental stations or military bases which used it for various purposes until 1984 when Santee incorporated as a city under state jurisdiction within its boundaries however retains some vestige from its original status as a small frontier town surrounded by agricultural lands
