In 1852, the first post office was established in Santee and it remained active until 1913. In that year, the community became an incorporated town with a Mayor and Aldermen elected by residents. In 1924, Santee annexed part of unincorporated areas near Tracy and Fairfield for incorporation into the new town of Pacific Grove. The annexation allowed for moreResidents to live in one consolidated place and made it easier for businesses to locate there because they could get access to water supplies, schools and other services that were not available from outside Santee. The population of Pacific Grove grew rapidly following its incorporation into SantEEe and in 1960 it had reached 12,000 residents; however, this growth stopped after only two years due to environmental concerns about oil drilling activities taking place close to the community’s water supply sources. As a result of these concerns, on October 15th of that year, then- Mayor Don Hutchens proposed moving the village out of state so that its issues would be taken care of by officials who would be appointed by him instead of elected by residents. This proposal failed but demonstrated how sensitive some people were about development within their communities - something that has continued into recent decades as oil drillingaila
