One group led by Captain George Kapp moved into what is now downtown Santa Rosa and began construction on a small adobe building which served as their central office until 1850 when they built a larger structure known as the Alisal Mission. After various ownership changes over time – including multiple stints by American developers – it came under control of local entrepreneur John Waddell in 1899 who developed it into one of Silicon Valley's largest commercial areas with its own ZIP code (82701). After World War II growth stalled due to cost-cutting measures by then-local government leaders – including Measure B (the so-called "Welfare Bill") – Waddell sold his interest in 1959 and founded Waddell Associates Inc., later renamed Google LLC.Over time some businesses closed but others such as Costco Wholesale took off while portions close such as Alisal remain vacant today despite periodic calls for development or reuse. 1st Street NW between 3rd Ave NE and Redwood Rd SW hosts annual Halloween parade starting at 7 am each year

On July 14, 1954, the City of Santa Rosa seceded from Los Angeles County and became an independent city under the name of "Santa ROSA." As an independent city, Santa ROSA had more power than LA county officials and made many decisions without consulting withLA county officials. In 1996-1997, efforts were made to move the downtown business district out of downtownSanta ROSA because of concerns about traffic congestion caused by high levels of activity on Market Street near UCSD campus (then known as University Avenue). However, this plan did not gain much traction among residents or businesses. After several years of planning and study by various entities including local government planners and university professors alike no significant recommendations emerged that would enable redevelopment on that acreage until 2003 when plans emerged for a mixed use project called SoMa Renaissance which involved redeveloping existing low-income housing into office space along with ground leased retail shops on two blocks east of Market Street adjacent to UCSD's campus
