Santa Rosa was founded in 1853 by James Fenton and his wife Maria. The town was named for the Santa Rosa Mountains, which were sighted from their rancho (land grant) on the east side of the San Joaquin River. In 1864, Fenton donated land to the city for a public square, and the first store and post office opened in 1865. The population of Santa Rosa grew rapidly during its early years, reaching 4,000 by 1870. However, during the 1880s and 1890s Santa Rosa experienced significant economic decline as a result of quarrying operations conducted near its downtown area. In 1892 however, local businessmen purchased the remaining quarries and resumed growth in Santa Rosa. By 1907, Santa Rosa had reached its peak as an agricultural center with many farms supplying goods to nearby towns such as Fresno and Sacramento. However, during World War I began to cause problems for Santa Rosa as production of munitions increased; by 1918 it had shrunk to 1,500 residents. However, after the war ended in 1919 there began a period of rapid growth that sawSantaRosa become one of California's most heavily populated cities; by 1925 it had grown to over 10,000 residents.During this time also important civic events occurred such as City Council meetings held at City Hall on Market Street which led to amendments to city charter (1896), incorporation of a fire district (1901), establishment of schools (1911), construction of new streets/ruins Avenida de la Paz (now Donner Street) and 24th Street/Church Avenue In 1926 Mayor Manuel Avila y Cisneros appointed Rufus Murchison as head developer for redevelopment projects within Downtown SantaRosa; Murchison hired architects Jules Kahn & Sons who designed what is now known as "The Plaza" - an 800-foot wide walkway located on Donner Street between 24th and 25th Streets which served as commercial/residential areas north of Interstate 5 In 1932 Mayor Antonio Villaraigosa designated portions of Eastside Park - including parts now occupied by SoMa Center - south of Market Street along Donner Avenue within DowntownSanta ROSA limits; these areas became known collectively laterally as South Side park
