Santa Rosa grew rapidly and by 1880 had a population of around 100 people. On July 4, 1892, the city limits were extended to include present-day Del Norte County. On November 16, 1903, Santa Rosa became an incorporated municipality with a population of over 500 people. In 1906 the City Council voted to name their new city after General Douglas MacArthur who had died in World War I.
