In 1886 American builder A C White developed an agricultural industry around what is now known as Villa Park Drive in neighboring Livermore by damming the current Santa Clara River tributary called Laguna de Arroyito until a wharf could be built at present day Gate 7 along Highway 24 near Alma Road. This new community soon became very popular among Californians for its wide open spaces and picturesque architecture which recall those early days of ranching when families farmed land together for generations before selling off parcels to development interests during the late 1800s and early 1900s

The post-World War II period saw growth as well; by 1970, Santa Paula was home to over 30 businesses and employed over 100 people.
