As the city of Santa Paula grew in population and development, so too did its need for shooting protection. In 1887, a group of businessmen and farmers organized to provide this service with the purchase of land from the Indian tribe known as the Muir's Ranch. The first shooting protection system in Santa Paula was instituted by Capt. J.D. Whitehead and his men on October 1, 1887. This system consisted of three posts with two soldiers stationed at each post to protect citizens and cattle from Indians who were rumored to be frequenting these areas for hostility or robbery. The first recorded fatal shooting in Santa Paula took place on November 3, 1888 when John Cramer was shot by Capt. Whitehead while hunting deer near the present day intersection of US 101W and Highway 395S. At that time, there were no restrictions placed upon firearms ownership within California; however, aggressive hunting behavior had brought about increased Indian activity in this area which led to increased tensions between settlers and Native Americans
