Santa Paula has a rich history dating back to 1849 when it was founded as an agricultural outpost on Rancho San Pablo. In 1912, it became an incorporated city and in 1924 became the seat of Kern County. The town's namesake comes from Saint Paul, Minnesota, which was then part of Rushmore County and had a population of just over 100 people in 1850. Stonington post office opened in 1853, but no one called Santa Paula until1849 because there were no settlers living there then. The first settler to arrive in what would become Santa Paula was George Anthony who came overland from Sacramento on November 2nd, 1849 with his family and two horsesading for about 280 miles through difficult country to find land that he could farm. After arriving at Rancho San Pablo (now part of present-day downtown Santa Paula) he erected a cabin on a knoll overlooking the river where he named his ranch "Rancho San Pablo." In 1912, due to World War I and other military conflicts around the country, most of rushmore county detached from Rushmore County and formed Kern County out of what remained of Rushmore County including portions now located in Southern California such as Cathedral City and Carlsbad Caverns National Park. When Bushnell died suddenly on December 4th 1862 less than three months after taking office as sheriff following the overthrow by John C Sheriff Jr., George H Bushnell’s father decided to name his son after him rather than continue with current naming practices which would have givenerveral local leaders too much power within their own communities). So Bushnell Place became known as Bushnell Hills interior while exterior streets continued bearing this original name such as Overstreet Avenue leading down into town center today’s Broadway Street before coming eventually to end at Rodeo Drive inside today’s Old Town District park adjacent to City Hall/ courthouse complex today's Main Post Office Complex). In 1924 when Kern Countys merged into California they adopted its current name - Santa Paula - reflecting its importance within the new state government since so many industries were based hereabouts including agriculture (turning ranchos into towns), manufacturing (becoming an important hub for car parts production), finance (with numerous banks established throughout downtown), retail services (becoming well-known for its Gourmet Grocery store chain) etc... Although DowntownSantaPaula retains significant historic architecture & signage some demolition is required every few years e.g fire hydrants replaced by electric vehicles various storefront repairs & replacements needed especially around main square where sidewalks are cracked or missing deep enough for cars (& streetlights)... Many residents also enjoy participating monthly art walks starting & ending outside city hall each month beginning late Febuary continuing thru May followed by monthly home tours typical arts& crafts events taking place throughout entire Downtown district... A few notable exceptions exist such as recently removed large scale roof replacement project associated with major redevelopment effort underway downtown including greatly expanded plaza area encompassing much more building space now capable housing nearly 500 additional jobs mostly promised affordable housing development will be announced soon details about which residential areas will be newly annexed remain confidential however

In response, the City Council passed an ordinance forbidding businesses from using racial slurs or discrimination against any individual or group. Despite this ban, some businesses still persisted in using derogatory terms towards Native Americans and other minorities. In 1916, Santa Paula became one of the first municipalities in California to adopt proportional representation for city councils with a two-thirds vote instead of single member representation. This change helped improve communication and governance within the municipality. Throughout its history, Santa Paula has been known for its traditional architecture and cuisine - both of which have earned it acclaim from locals and tourists alike.
