In 1912–1913, two miles of track were added to the Southern Pacific Railroad north of town along I-5 south of SR 235; this made Santa Paula one of the most important rail centers east of the Rockies during that time period. A large oil refinery had been planned for northbound traffic on SR 235 between downtown Santa Paula and I-5 but never constructed due to opposition from local farmers who felt that they would lose their access to farmland if production increased near their homes. The largest shopping mall in Ventura County opened its doors here in 1957 with anchor stores Sears and JCPenney; it shut down in 1984 after several years of decline due to competition from larger malls across Southern California. In 1996, Hollywood producer Harvey Weinstein bought a majority interest in TV station KABC which changed its call letters from WXPN to HAVEN TV before going bankrupt three years later). On October 12, 1905 local voters approved annexation by Oakland after years of failed attempts by both parties to gain approval from the government through referendumation; Oakland would later annex much more territory than Santa Paula during its time as an independent city.—In 1937 annexed more territory southward towards Sunnyvale when that municipality voted to become a separate city.— By 1957 there were over 100 000 people living within the boundaries outlined above with over 99% voting in favor for annexation; however legal challenges continued until 1959 when it was finally granted.—On January 3, 1961 residents voted overwhelmingly (87% in favor) to become an incorporated town under the name "Santa Paula". On January 10th incorporation took effect with Mayor Hahn being appointed first mayor with powers similar to those currently vested in City Council members.—The current form of City government began operations on March 16th 1966 with Mayor Hahn serving concurrently as acting mayor while City Council continues meeting monthly
