Santa Paula is a small town in southern California, located on the north coast of Ventura County. The population was 7,571 at the 2010 census. It is part of the Los Angeles metropolitan area. The first European to visit Santa Paula was Juan Rodríguez Cabrillo on November 15, 1542. He named it Islas de Santa Paula for his patron saint, SaintPaulinus. The first permanent Spanish settlement in the area was founded by José Joaquín Cámpora on October 5, 1821. From that date until 1848 there were two missions and one post office located here: Mission San Francisco Javier (1825-1829) and Mission Santa Rosa (1849-1858). In 1802 Mexican War veteran Antonio Dorrego became proprietor of Rancho El Centro y Vicente Adobe which extended from present day Ventura Boulevard east to SR 99 south and west to SR 166 east; he titled it Rancho Santa Paula al lado de la Vera Cruz (Rancho Santa Paula across from Vera Cruz). In 1824 he sold all his land except what remains today to Nicholas Simón who donated it as a parkland comprising 1/4 mile wide by 3/8 mile long with an asphalt surface. On November 20, 1888 both Missions were destroyed by fire during a brushfire that burned throughout Ventura County; both churches remain standing as evidence of this event. This fire also destroyedMission San Fernando Rey del Rio which had been founded in 1795 adjacent to Rancho La Purísima Concepción now part of downtown Ventura On December 4th 1889 James Wetherill inhabited acres northeast of present day Villa Park near US 101 when he set up a cattle ranch called Wetherill's Valley which included portions of what is now north Ventura County and much of southern Los Angeles County; power came ashore at nearby Balboa Harbor January 8th 1890 resulting in sawmill cutting lumber needed for construction started February 12th 1890 but due to over worked resources not completed until after the Christmas season extensive damage including loss or destruction of homes occurred along with $5000 worth lost crops while wagons unloaded supplies at night before finally starting work again on May 14th 1990 ending almost 25 years old! There are still visible reminders within the community such as Remnants Of Wetherill's Valley Also Present At Villa Park By Yacht Harbor

Santa Paula is a small city located in the south-central San Francisco Bay Area of California. It was founded by Spanish colonists in 1769 as Rancho Santa Paula, and became an incorporated city on January 1, 1959. The population of Santa Paula was 9,577 at the 2010 census. The name "Santa Paula" comes from the mission of Nuestra Señora de la Purísima Concepción established in 1769 by Franciscan missionaries. The mission was known as La Purísima Concepción until 1821 when it changed its name to Nuestra Señora de las Alegrías del Cristo Rey. Spanish settlers arrived in what is now Santa Paula during the late 1700s and early 1800s, primarily for agricultural purposes. After developing a livestock operation, they built Mission San Miguel Arcángel (now part of UC Berkeley) and Mission San José de los Olivos (now part of Stanford University). In 1824, Governor Mariano Castro granted them land east of Alameda Creek that they called Rancho Los Pinos y otros Rayados (Rancho Los Pinos and Other Rays). They also received land west of Alameda Creek which they named Rancho Tapia (Tapia Land). In 1846, Jose Maria Narváez Mayor granted them town status and prohibited their cattle from going beyond ranch boundaries into Marin County. On February 12th, 1850, Mayor Antonio Vallejo conferred upon them cityhood after hearing concerns about their lack of infrastructure and facilities. The first mayor was Agustín Gamboa Toro who served from December 10th, 1850 to May 25th, 1851; Manuel Ortiz Rivas served from June 25th to September 4th1851; Andres Gomez served October 7th 1861 to March 15th 1865; Narciso Lopez Garcia served April 15th 1865 to November 14th 1870; Elmer Shupe serve from December 3rd 1870 to January 2nd 1875; Carlos Gutierrez serving from January 3rd 1875 to March 22nd 1880; Lorenzo Sanchez serving from April 28 th 1880 through July 5 th 1890 On November 16 th 1893 the last mayor before incorporation was Felipe Carrillo who served for one year until his death on December 11 th 1895 . With municipal government started there were new services such as water supply hook ups etc., police department with three officers full time however within one year all services were taken away due to budget cuts while crime rates went up . Municipal president Ignacio Ramos took office on January 1st 1909 but only lasted six months before resigning due to ill health .. City fathers Fray Isidro Aguilar y Mendiola appointed Don Crisanto Bachelorio as acting mayor beginning on February 14 th 1910 until Ordinances numbered 8996 take effect effective March 1 st 1911 establishing that all mayoral functions are vested with City Council members elected at large instead of individual mayors positionholders .. From 1912 through 1916 there were two councils each consisting of nine members chaired by a councilor with executive power over various issues including zoning matters . Additionally four citizens committees composed overwhelmingly military men or business people made recommendations for legislation or policy affecting city government
