General Castro chose this site because he thought that rich gold and silver mines would be discovered hereabouts. Miguel Ayala changed the name from San José de la Laguna to Santiago del Palo on February 3, 1876 due to popular opposition from Spanish speakers living near the original name change location who petitioned for their traditional name back: "Santiago del Palo". On November 15th of that year Mayor Fernando Wood decreed that "Palo Alto" be used as the new name for Santa Paula with no objections received from any residents or officials until referendum results were released three months later which showed that 73% Favor using "Palo Alto" instead of "San José de la Laguna". This event led to formation of the City government under mayor James Wickersham with Clay Shaw serving as interim mayor until May 4th, 1877 when Wickersham resigned after being elected governor of Los Angeles; Shaw took office as acting mayor effective May 4th. On January 1st 1902 annexation by Palo Alto became official with a population estimate of 20 people living within 10 blocks of downtown including Signal Hill and North Park Blocks which made up most of present day Palo Alto proper area today though much has been lost since then duefires dating back over 100 years have destroyed many homes along Telegraph Avenue just east/west of downtown during various wild fires throughout history
