Incorporation followed but lasted only until 1972 when it was repealed by local officials due to budget problems caused by rapid growth within the city limits themselves rather than by annexation into Santa Paula. A referendum for full cityhood failed on November 7th, 2006 with 51% opposed while 49% supported; this vote underscored continuing issues around incorporation which have been resolvable only through negotiation or efforts at consensus building among elected officials from both sides of the issue On January 1st 2007 full Cityhood activists held their first public meeting ever convened inside City Hall against all odds where they organized various Committees & Councilors together with Community Partners working hand-in-hand towards developing Legislation making full Cityhood happen! This showed hope amongst community members that there are people out there willing to work together towards resolving these issues!
