There is a long and varied history of hard gun cases. The first hard gun case to be prosecuted was in 1865, when Samuel Colt's manufacturing company was charged with supplying arms to the Confederate States during the American Civil War. Weiser was convicted of violating 15 United States Code § 924(a) for selling hisImprovement No. 3 – a pistol grip shotgun – to an un Approved Dealer in California; this violation also led to his conviction under Section 924(b).[2] In 1903, Attorney General Eliot Ness announced Project Exile, which aimed to reduce crime by confiscating illegal weapons from criminals and dealers who were not abiding by state laws prohibiting handgun possession and sale.[3] This program lasted until 1934,[4] at which time it was replaced by the National Firearms Act (NFA). The NFA regulated all aspects of firearms ownership including trade mark registration and required any individual who possessed a firearm in order to register it with the government. Additionally, NRA members were allowed to possess handguns without having their membership revoked if they were registered with the organization[5].

In 1850s many wealthy Californio families moved into areas near downtown Los Angeles because they saw development potential along Watts Avenue corridor that ran through Downtown Los Angeles at that time; however only 1/3rd oflot parcel had been developed by 1860 due to flooding caused by construction projects nearby Channel surfer beaches during Second City Gold Rush era
