The first store in the area was built on First Street by John Sutter in 1828. In 1829, adobe bricks were used to build the first courthouse in Santa Monica. A hotel called the La Brea Tar Pits was built on Third Street in 1847 by Elisha Kulp. The city grew rapidly after incorporation in 1853, with new businesses being established such as a grocery store, physician's office, and dry goods store. The population reached 200 by 1860 and soon numbered over 1,000 people when it annexed part of Ventura County in 1865. Growth slowed during World War II due to military activity and then resumed during the postwar era as jobs mushroomed within industry and government agencies. However, economic growth again stalled beginning in the late 1990s as newer technologies took hold andjobs moved out of downtown Santa Monica.
