However, quickly deteriorated due to political instability along with reduction in trade opportunities from Oregon until gold discoveries at Sinkiang Lake led to economic decline throughout Central Valley during late 1870s through early 1880s . In response local citizens formed two vigilante groups known as 'The Ghost Riders' who terrorized merchants across Central Valley region for ransom paid by bandits operating from nearby Yakima River valley . This led to increased taxes levied on goods travelling through Central Valley during this time .
