Santa Maria, California is a city in Contra Costa County, California. The population was 31,651 at the 2010 census. It is the smallest city in Contra Costa County by population and the second-smallest by land area. Santa Maria's original name was San Miguel de Atacama and it may have been named after Padre Pio, who founded Santiago de Compostela in Andalusia, Spain in 1492. The City of Santa Maria was incorporated on December 12th 1875 from portions of Vista Hermosa and parts of Township 3 North (now part of Villa Park). In 1924 the City annexed additional territory to its south including what is now part of Richmond Heights. The annexation formed a new city government with a mayor and four council members. On February 5th 1925 Mayor Wiggin presented his report "A Plan for an Improved Municipal Government" which proposed that all citizens be given a vote for municipal officers including mayor and councilmember as well as all major league sports teams; this proposal was passed with only one dissenting vote. On November 1st 1928 Voters adopted Resolution 7/1 which called for the construction of a public library within five years; this resolution also called for $10 per capita tax levy to support the library which would be funded through property taxes levied on businesses located within two miles of the library site. Construction began on October 3rd 1929 and opened to the public on December 6th 1931 when it had an initial collection total of $238,000

The first European to visit Santa Maria, California was the Spanish conquistador Diego de Almagro in 1542. He named the area San Miguel and built a mission here in 1543. The Mexican government gave it to the Franciscan friars in 1821. The Mission Santa Maria del Golfo served as their main center for missionary work until 1834 when they moved to Petaluma. In 1849, the United States acquired ownership of SantaMaria from Mexico, and began building a military post here as part of the California Gold Rush. The U.S.-owned fort was abandoned in 1857 and converted into a home for American soldiers stationed at Fort Point on San Francisco Bay. A year later, the Army transferred most of its personnel and equipment here to become Camp Kearny which remains today a major base for military operations in Northern California
