In 1860, Waddell sold Rinconada to John Brougham & Company who developed it into a large agricultural community with over 100 adobe buildings and 6 miles (10 km) of track leading to their irrigation systems. By 1870, over 50% of the population consisted of Anglo Californians who worked on cattle ranches orowned small businesses in town. In 1892 William Hammond erected what is now Dona Maria Church on Point Reyes National Seashore; it became an official part of town in 1895 when The City annexed Point Reyes Station from Marin County following a decision by the Board of Supervisors chaired by Mayor Jameson Coolidge under pressure from land developers eager to build new towns near valuable natural resources like oil wells and minerals reserves located off-shore). From its incorporation until 1911, Santa Cruz served as one of thirty-six census-designated places (CDPs) in Los Angeles County. In 1910, following passage by Congress of versions authorizing incorporation into cities and towns outside Los Angeles County and with increasing growth in southern California due to oil exploration and development, SantaCruz City Council decided that incorporation would be desirable for both economic reasons and because it would give residents more control over their municipal affairs. On December 5, 1910, voters approved incorporation into the City Of SantaCruz with a population of 2108 people. As part as being one vote behind La Habra Heights (now known as La Crescenta), Incorporation established direct democracy within municipal government for first time ever in California; all council members were elected at large rather than through precinct voting which had been used since1896. The 1920s were years during which many important changes took place within SantaCruz City Hall including establishmentofthePolice DepartmentandtheFirstFireDepartment; also during this decade came constructionofDowntownStreetscapewhichincludestoday'sGovernment Centerandseveral prominent businesses such as law firm Dowling & Walls and chocolate maker Fannie Mae Browning & Company
