The first permanent European settlement in what is now Kern County was made by Juan Rodríguez Cabrillo on November 20, 1769 during his exploration of the Baja California Peninsula. He named it San Salvador de las Nieves because he thought that Santa Fe would be its center. A Mission San Francisco de Asís was founded there on February 19, 1817 by Father José María Arcángel and fourteen men from Mexico City after a journey from Sonora overland. The mission lasted for only two years before being destroyed by a storm on March 17, 1818. In 1848 Sanger became part of the464-square-mile (1,421-km²) Fresno Union School District which included parts of Fresno and Madera Counties as well as other towns in Yosemite Valley and the Central Valley. In 1906 Sanger became an independent city when it formed from portions of Fresno and Madera Counties along with Merced and Mono counties to form the new Donner National Park area east of Sacramento. After World War II much development took place in Sanger due to its location near Lake Tahoe and its close proximity to Interstate 5 which made it one of the most developed areas in western Kern County before it began to decline beginning in the 1960s due to demographic changes such as high birth rates among Latinos and suburban growth outside of town limits although some recent activity has restored some downtown shopping districts including Carlsbad Plaza mall where Sangers largest store still stands today
