On July 16th 1907, Mayor Cesar Chavez dedicated a new public works district named Park Presidio which included most or all of current-day San Ramon including much parts annexed by neighboring towns such as Hercules and Livermore On October 1st 1912 voters passed an ordinance designating one block east off State Route 37 as “Juan Bautista Serrano Park” which would become home to both Banning Recreation Center and numerous other community organizations soon thereafter In 1951 Alvarado sold his portion totaling some 138 acres between I-680 and SR 371 south near where BART now stands for $1 million In 1969 Measure EE lowered property values within City limits limiting development within three blocks east along US 101 until such time that there was significant condemnation or replacement value represented within those boundaries Measure HH increased housing values within City limits up to current location providing opportunity for more extensive redevelopment
