The city of San Rafael is located in southern Marin County, California on the San Francisco Peninsula. The population was 11,029 at the 2010 census. The Mission District is adjacent to the city and includes many of its historical buildings and neighborhoods. On July 4, 1849, Father José Altamirano y Parra founded a mission in what is now downtown San Rafael. On December 6, 1858, the Mission Dolores was dedicated by Bishop José Gomez y Ortega. In 1869, San Rafael became an incorporated town with a population of 514 people. A new courthouse and jail were built in 1890-1891 by architect George Bancroft Price. The old courthouse (now part of the University of California at Berkeley campus) burned down on October 30, 1897; it was replaced by the current building that stands today. In 1906 San Rafael annexed much of southeastern Marin County including Millbrae which then had a population of 3,000 residents but no school district or hospital and no business establishments other than three small stores that supplied goods to those living within their boundaries only. A second annexation took place in 1916 when much of eastern Contra Costa County including Walnut Creek and Pleasanton came into being as well; this time there were no schools or hospitals within our boundaries but we did have several businesses such as grocery stores and banks which developed directly out from our towns borders looking for customers who lived close enough to shop at their stores or visit their bank branches for transfers etc.. In 1949 Measure SB-1 was passed by voters in response to Proposition 8 which would have banned same-sex marriage statewide throughout most of California until it was overturned on November 7th by a majority vote; however following Supervisor John Burton’s successful effort to get Measure SB-1 repealed through legislation known as AB-1074san Rufo v Burton (2000), all cities over 2,000 resident were required to create antidiscrimination policies even though none had done so up until that point… After years of work spearheaded by Supervisor Tony Thurston staff created both “San Rafael Open Housing ordinance” effective January 1st 2003 while also having authority under state law over zoning regulations enforcement providing equal access for all citizens regardless socioeconomics status gender ethnicity race sexual orientation any kind biological characteristics regardless if married or not married thereto…. Finally after more than 20 years since passage AB-1074san Rufo v Burton was finally ruled unconstitutional effective March 14th 2013 therefore effectively allowing same sex marriages performed prior to that date legal just like any other marriages conducted anywhere else throughout California…. Today despite some opposition from some quarters Proposition Energizing our Communities Against Discrimination referendum will be placed before voters on November 3rd 2014 seeking repeal/additional amendments unto existing ordinance rather then simply passing an additional resolution repealing/nullifying portion thereof

In 1881, the city annexed what is now eastern Marin County to its jurisdiction, making San Rafael an incorporated city with aMayor and City Council. On July 4, 1989 (the 50th anniversary of California's admission into the United States), San Rafael became a part of Berkeley when that city annexed Marin County to its boundaries
