In 1846, the Mexican War of Independence ended with Mexico ceding control of California to the United States. The area that would become San Pablo was part of Alta California, and it was not until 1850 that a public land grant was made to Juan Bautista de Anza for the purpose of establishing a rancho (land grant) in what is now San Pablo. The first occupant of the Rancho San Pablo was José María Peralta, who arrived in 1847. In 1851, Don Joaquin Miller granted another land grant to Fernando Rivera y Valdivia for an additional 280 acres. In 1857, two more grants were made: one to Antonio Vallejo for 204 acres and one to José Fillmore for 288 acres. On July 24, 1861, during the American Civil War, General George Custer's forces attacked a detachment of Mexican troops at Rancho San Pablo near where he later died fighting. This event is generally considered to be the start of World War I in Northern California. In 1920–21 the City Council voted 3-2 in favor of annexation by Berkeley because they believed that it would provide new tax revenue which could be used toward infrastructure projects such as schools and bridges. The vote came after proposals by Mayor George Moscone and Supervisor Harvey Milk had failed to gain support from city residents
