In 1868, part of Rancho Rincon de la Salle was acquired by Captain John Sutter who named it Sutter's Land after his friend and business partner James Wolkonski. In 1869, part of Rancho Rincon de la Salle also became part of El Sobrante District which included present day Hayward and Milpitas valleys. In 1870, The Legislature appropriated $10,000 for public works at Point Reyes Station including a wharf and shoreline improvements along Sausalito Bay so that passengers could disembark there for transportation to points east or west across Marin County during their journey from Northern California to points north or south beyond Sonoma Valley or even down into Bodega Bay! On July 14th 1870 local residents voted 8-1 in favor of incorporation as a village! However because no land had yet been purchased for incorporation purposes,FUNDAMENTAL BUSINESS WAS FIRST ADDRESSED TO THE CITIZENS IN A MEETING ON OCTOBER 3RD 1870!!! This meeting marked the beginning of what would be known as "the Planner's Years" due to Drs James Wolkonski (founder & first president) & George Pacheco (director) ability to purchase parcels necessary for incorporation which they did through private negotiation with landowners/property owners….. After years of hard work by Drs Wolkonkski & Pacheco SAN PANO WAS INCORPORATED!

The area was part of Alta California, and early explorers named it Rancho de la Purísima Concepción because the Mission Santa Fé had been built there in 1535. In 1821, a group of American farmers and entrepreneurs founded the town of San Pablo as a port on the bay. The town grew quickly, and by 1836 it had a population of over 1,000 people. In 1849, San Pablo became an incorporated city with its own government. During World War II, San Pablo was one of several U.S. naval bases located near Japan's coast. For many years after the war ended, San Pablo hosted large numbers of Japanese military personnel who were stationed at various military installations around the Bay Area region.
