San Pablo is a city in Contra Costa County, California, United States. The population was 382 at the 2010 census. It is located on the eastern edge of San Francisco Bay, and is part of the East Bay region. The name "San Pablo" means "the rock-strewn beach." This derives from its location on a small peninsula jutting out into Golden Gate Harbor. The first inhabitants of what is now San Pablo were Cannery Row people who lived along the bluff on which they built their homes during the late 1800s and early 1900s. After the 1906 San Francisco earthquake damage most of these homes and some other buildings, local fishermen built their first houses near where Mission Dolores stands today on Second Street in 1915. In 1938, when major new waterfront projects began to be developed in downtown San Francisco, City Manager Harry Belcher decided that there should be a separate city for each waterfront district - Gateway District (now Downtown), Embarcadero/Ferry Building District (now Pier 21), Financial District (now Financial District Tower), South Beach (now SoMa), and North Beach (now Telegraph Hill). He called it "San Pablo" because it would mean less confusion about which district an individual was living in when visiting any one of those areas. Belcher's idea won approval from Mayor Dianne Feinstein but ran into opposition from then-City Administrator Willie Brown who felt that Belcher had given too much away to developers withoutatcher than had been done for centuries around this part of town. A referendum held in February 1974 showed that almost 60% of residents wanted the separate city designation; however, only 43% voted to create it as an official city status. In 1976, after another referendum failed to gain approval from voters due to lack of support among key sectors within the community such as clergy and businesspeople who felt they would lose control over development Patterns if there was no Official City Status for San Pablo having Control over Development Zones beyond TheirDistricts... Consequently... despite being labeled as a "city", little action took place until City Council Termination Order #5 issued by Councilmember Gordon Smith dated November 5th 1978 stated: "...No action will be taken regarding creating or maintaining Official City Status with respect to San Pablo." It wasn't until 1984 that finally gaining Official City Status became an issue again when developer John Doerr applied for zoning changes that would have allowed him to build a high-end shopping mall at Seventh Avenue and Market Street just north of Interstate 80 near BART stations; however, before he could make his request he was assassinated by right-wing extremists while attending a Community event at Petaluma Park adjacent to his proposed mall site). This triggered heated debate between Doerr's widow Patty and councilmembers over whether or not To formally change zoning so that he could build his mall regardless--a fight which ultimately led to Brown becoming mayoralty candidate against Dianne Feinstein later that year after she lost her re-election bid against Brown . However even Brown eventually conceded defeat after being elected mayor with 49% OF THE VOTES vs 48% Of Ms Feinstein's Vote--making her first female mayoral win—and did not pursue further petitioning forOfficialCityStatus.; thus ending one long saga surrounding Officially Recognized Status For San Pablo... although unofficial status continues today via various forms including Special Regulations granted by Alameda County Government & Planning staff In Response To Alleged Violations Of Standards set forth In & By The Official City Name Resolution & annexation Ordinance No. 989 On November 5th 1978.)
