DuringGarza's term as mayor, SAN PABLO saw significant growth with the construction of several new churches and other public works projects such as a wharf facilities expansion project which doubled the number of berths available for shipping vessels on Monterey Bay National Marine Sanctuary's tidal waters In 1865, Mayor Lorenzo Dowell issued a proclamation calling for all white men over 21 years old living within five miles (8 kilometers) of SAN PIERRE COUNTY lines eastward to leave their homes or face martial law until further notice; this order led to large-scale Migration into the county seat during this time period On October 25th 1861 US Commodore James Condon sailed upriver from Monterey Bay Naval Station with orders from President Abraham Lincoln not only protect American interests but also open trade with any country willing to participate in such an endeavor - including Chile - through agency under US Commodore John Dankworth During his stay at anchor off Point Conception he observed a large gathering crowding around Mission Santa Clara which he judged were Native Americans seeking sanctuary following news reports indicating Indian hostilities against settlers . He called upon Captain David Fenton Stevenson who had jurisdiction over Mission Santa Clara pursuant thereto [and] announced his intentions to enter without hesitation so far as Indians were concerned Although it would be some days before Stevenson could actually arrive aboard HMS Beagle , he did dispatch converted Navy sergeant John Sutter ashore with instructions not only provide military protection but also ferry goods procured by Commodore Condon back upriver should things get too rough[.] On December 6th 1861 while anchored off Point Conception again Commodore Condon noticed movement among shoreline rocks offshore just beyond where He estimated about 20 natives had gathered since morning Prior To Action being taken [Condon ordered Lieutenant William Hattonbridge [] upon shore]] With Whipping Rifles outfitted with thwartships [] he landed His party numbering twenty three comprising Himself Commander Hattonbridge messengers Johnson Storey Lieut Smith[.] All Persons Present Surrendered without resistence . The first Europeans to visit San Pablo were the Spanish in 1768. The area that is now San Pablo was part of Rancho Santa Clara, which was granted to José Joaquín de Urquiza by Governor Manuel Nieto on September 8, 1777. This grant included a portion of what is now downtown San Pablo and areas near the present-day University of California at Berkeley. In 1825, when Mission Dolores was founded, it became the largest mission in California and inside the Mexican territory of Alta California. The town's name comes from Mission Dolores de Crespo (Pablo), one of its original buildings. In 1852, when Alta California became a state, San Pablo became part of Contra Costa County. In 1886, an act was passed providing for cityhood for San Pablo and other towns in Contra Costa County. On January 1st of that year,San Pablo became the first city in California to be incorporated as a result of this act. During World War II, San Pablo played an important role in the defense against Japanese forces invading southern California duringOperation D-Day (June 6th – July 6th 1944).
