On January 20th, 1904, Proposition 22 (the first statewide referendum on statehood) resulted in a victory for California becoming an independent country under Republican Governor James Giddings. On November 8th, 1912 – four years after California became an independent republic – voters approved Proposition 33 (the first local sales tax), which established san Mateo County as one of nineteen county districts within the new state government. A year later on April 15th 1913 – following passage of State Law 123 – san Mateo became part of the newly created Northern District Court Of California system with Judge Edwin Jorgenson serving as its first judge.
