When the San Mateo County Transit District embarked on its high-capacity bus project in the early 1990s, it was an innovative solution to a problem that had been plaguing the system for years. At that time, there were only a few buses available to transport commuters between the city of San Francisco and its rural outlying suburbs. The transit district needed to find a way to increase the number of buses available so that they could serve more riders efficiently. The city of San Mateo was founded in 1847 by American Commodore John D. Stockton, who named it after his home state of Massachusetts. The first post office in the city was established in 1851. In 1857, San Mateo became the second incorporated town in California and the first outside of Los Angeles County. The population of San Mateo grew rapidly from its initial population of about 3000 to over 60,000 by 1880. The growth led to increased development around downtown and other parts of the city. Many large businesses were established here such as Wrigley's chewing gum factory and Western Electric Company Radio Tower (now known as Golden Gate Bridge). In 1916, San Mateo became one of the first cities in California to adopt a Municipal Code. By 1960,San Mateo had grown to over 100,000 people and had become one of the most heavily populated areas in California. However, economic problems began to develop during the late 1960s and early 1970s which led to significant reductions in employment and housing prices throughout the city. In 1990, San Mateo lost its status as an incorporated town when it merged with Oakland into a new metropolitan area called Bay Area Rapid Transit (BART).
