In 1911, Reserve Officer James Ewing designated San Marino as an enclave within newly formed Riverside County because it had been objected by other residents east of La Cañada Flintridge who were concerned about becoming swampy with development around them. The town was incorporated on December 12, 1912 under the name "Riverside". As early as 1923 there were plans for a shopping mall in downtown San Marino that never came to fruition but did lead to the development of several office buildings along PCH Corridor including One Paramount Center (now known as Westinghouse Tower), Pacific Plaza I & II and Northridge Place Shopping Center that remains today one of Downtown Riverside's primary anchors. The first post office opened in 1924 with mail service being provided by stagecoach from Indio daily. In 1870, voters passed a resolution requesting that Congress create a special committee to investigate land claims surrounding Rancho Laguna Seca (later known as Knolls), which bordered present-day Los Angeles County on three sides and included much valuable citrus acreage used for farming purposes only. This resulted in creation of Supervisor’s District No. 1 for Southern California with jurisdiction over portions north and central Orange County including Knolls Country until 1893 when it was reassigned to newly created Los Angeles County along with Riverside County and Limestone Valley … In 1907–08 two local newspaper editors offered their services as lobbyists for Monrovia steel magnate John Dornan seeking passage through Congress of a bill creatingMonrovia Steel Company incorporated within Monrovia Limits limits although there had never been any legal title granted thereto by anyone other than Dornan himself since incorporation had occurred without his knowledge or consent…. In 1915 there was another change with supervisor’s district number 6 changing to Noosa Heights due northward pursuant to then current law providing for new supervisors numbers throughout county whenever boundaries changed….. On July 1st 1934 Henry Giannini took office as supervisor with powers exercisable only through written instrument signed by him notarial signature even though he resided at 5200 Constitution Avenue….. With effect from Jan 1st 1935 all supervisors powers were vested finally hereinabove mentioned operation being supervised subject thereto directly by sheriff not authority delegated hereto… . Prior thereto many attempts have been made but no success having ever been obtained so far
