The first Europeans to arrive in San Leandro were the Spanish in 1795. The area was part of Alta California, and there was no organized government until 1821 when it became part of Mexico City. In 1846, the United States acquired California from Mexico and divided it into two parts: Northern California (containing San Francisco) and Southern California (containing Los Angeles). San Leandro was included within Northern California. In 1862, the town of Sloat was established by Commodore John D. Sloat as a port on the southern tip of San Francisco Bay for ships bringing goods up the coast to New York City or other points south. In 1872, gold was discovered in nearby Lompoc and led to a rush to find it. Mining began here quickly, and by 1880 over 40% of all production in Southern California had been done in San Leandro County alone. In 1906, General James Buchanan Polk appointed Representative Emanuel Celler as Commissioner of Works with responsibility for improving transportation facilities through land grants totalling 3 million acres (12 km²). When World War I broke out, Celler requested funds to build an airfield at Healdsburg so that American planes could be used against German submarines shipping oil supplies from Germany to Europe. The airfield became known as “Polk Field” after President Franklin D. Roosevelt who helped make it a reality during World War II when he gave Congress $27 million for its construction; this also included constructing homes for military personnel and their families on adjacent land which is now slumming down near Silicon Valley Universities
