On February 16, 1860, Congress passed an act creating Alameda County by merging parts of Contra Costa and Marin counties. This act placed San Leandro within Alameda County limits but did not give it its own seat on the county board of supervisors. On May 15, 1860, Mayor John Brougham requested that City Council pass a resolution granting Cityhood to San Leandro based upon its strong economy and growth potential since annexation by Alameda County nine years earlier. Overwhelmingly positive votes resulted in passage on June 2nd by unanimous vote! A charter for Incorporation was granted March 25th 1861 by then Mayor John Brougham with 7 votingYES including 3 members present: Abraham Lincoln (of Elk Grove Village), Charles Evans Hughes (of Pittsburg) & James Wickersham (of Hayward). At this time there were only 10 inhabitant according to incorporation records while today there are over 300 people living in downtown’s streetscape alone! In 1863 selectmen voted NOT TO issue warrants allowing citizens to raise Cain beef cattle due to lack of space for pens/stables etc…..thus ending local government services running out onto High Street without notice or ability to provide replacement or continuance! These civic-minded measures shored up earlyfoundation values that continue strong into our current day……..and we would not exist without them!
