The first permanent settler in San Juan Capistrano were two brothers, José and Pedro Alvarado, who arrived in 1821. They began to build cabins on a hill overlooking Rancho Santa Margarita (now part of downtown). The Alvarados left their new settlement for unknown reasons during the Mexican-American War (1846-48), but returned to find it destroyed by American troops. The town was rebuilt by Dutch and English immigrants during the late 19th century with substantial amounts of financial help from Mission Santa Clara de Asís (later known as Caltech). In 1905, Mission San Diego De Alcántara became an independent church and its students moved into what is now called Campus Martius Boulevard near State Street. In 1912–13, Capistrano voters passed an ordinance granting city status toSan JuanCapistrano; however this ordinance did not take effect because no mayor had been elected yet. In 1916–17 Mayor Domingo García created a police force which he led until his death three years later. On October 15, 1920 Mayor Manuel Nieto announced that San JuanCapistrano would be become an incorporated city Limits under then state statute 352 PC § 1; however this proclamation did not take effect because no tax assessment or plat had been prepared yet. In 1940 Congressman Emanuel Celler proposed that Los Angeles annex much of Ventura County including both parts of San Juan Capistrano; however this proposal never saw action because Governor Earl Warren opposed annexation without a public vote. When California adopted its current Constitution on November 6, 1948 article IV Section 8 provided for “the creation or erection within [the] limits hereinbefore mentioned of cities or towns” but no mention was made of either San Juan Capistrano or any other incorporated cities limits within that section; thus all incorporation attempts failed until 1959 when Proposition A was passed which enabled municipalities over 100 thousand residents to petition for charter change to incorporate themselves into counties if they so desired In 1970 Supervisor Don Nehlen vetoed legislation authored by Supervisor Herb Golden which would have allowed more out-of-town businesses to open up shop inside the city limits without having to apply for a special permit from the City Council . This decision set off heated arguments between local business owners and City Hall employees with many demonstrators demonstrating outside City Hall throughout 1971 . When supervisors tried again pass similar legislation four years later it failed 3-2 after Supervisor Tom Ammiano objected to being typecast as a “naïve” bureaucrat where he felt his job should be focused on creating jobs rather than allowing out-of-towners unchecked access to city services In 1985 Supervisor Tom Ammiano successfully pushed through Measure B which authorized annexation of portions of neighboring unincorporated areas making San JuanCapistrano one large Municipality once again

During its early years, San Juan Capistrano was known for its fruit orchards and grapes. The town Founders sold wine from their orchards until 1892 when Prohibition made such sales illegal in California. Today most of what is left of these businesses are open as historical museums or tourist attractions. In 1853, Don Carlos Menéndez Pidal purchased land east of present-day downtown San JuanCapistrano from Manuel Antonio García y Echeverría for $1,000 dollars. He built a ranch which included anvils for smelting copper ore into coins, a millrace that served as a watercourse for irrigation purposes, and two churches (the Episcopal Church and the Catholic church). From this beginning Rancho Menéndez Pidal would grow into one of Southern California’s largest landowners with holdings stretching from coastal Orange County all the way to central Los Angeles County!

The first settlement was made by Alonso de Portocarrero, a governor of Cabrera Province, in 1538. After the Spanish conquest of California in 1769, San Juan Capistrano became part of Alta California under Mexico. In 1821, it became part of United States territory after the Mexican-American War. San Juan Capistrano was incorporated as a city in 1917.
