On October 15, 1850, Governor John Goodwin Yerby designated six square miles (15 km2) along Exposition Boulevard withinSAN JOSE CITY limits assite for new town site due to lack of any other sites for habitation throughout portions of CaliforniaPeninsula due to earthquakes epicenters being outside those areasAt that time there were no towns or villages within SAN JOSE City Limits On December 3rd 1850 pursuant to act entitled "An Act establishing certain points in said City Limits", lot No 6 within District No 2 was granted unto Wm Halsey Duncan for erecting upon it a House and Lot for Building A Store on Eighth Street Northwardly extendable into District No 1 thereof This grant was confirmed by act dated January 9th 1851 withdrawn effective February 11th 1851

The headquarters moved to Moffett Field in 1990 when NASA left Greenbelt Airport for Joint Base Lewis-McChord AFB north of Seattle. At Lewis-McChord AFB they merged with RAND Corporation's Defense Support Activity - Southwest Regional Office to form Missile Defense Agency HQ on October 1st, 1999 also known as Missile Defense Command/North America Site C (MDC/NAHQ-C) or simply North America since MDA assumed control from NORAD following its dissolution on January 1st 2006 On February 14th 2007 President George W Bush announced that Congress had passed legislation authorizing the construction of a new missile defense system called "San Diego" offshoot known as "DeVier Park". This would be located about 15 miles east of downtown San Jose inside what is now East Palo Alto and open to anyone who could afford to build a house or purchase land including government employees and their families living within +/-5 miles radius while still employed by their respective departments or agencies not covered by this program but exempted from paying property taxes! It should be noted that prior to this announcement there were widespread protests throughout much of Silicon Valley against this development being conducted anywhere other than within +/-5 miles radius thereof primarily because OF ALL THE NEW MULTIPLE MILITARY BASE SITES AND AIRFORCE STATIONS THAT HAVE BEEN CONSTRUCTED OR ARE ABOUT TO BE CONSTRUCTED IN Silicon Valley OVER THE LAST 5 YEARS ONLY ONE WAS LOCATED INSIDE OF THE CITY LIMITS! NOTHING ELSE WAS EVER DOCUMENTED AGAINST THIS SPECIFIC SAN DIEGO OPPOSITE OF EVERY OTHER LARGE AMERICAN CITY!!! NOW THEY HAVE ARRIVED AT DEVIER PARK WITH NO REASON WHATSOEVER OTHER THAN TO GAIN PUBLIC SUPPORT FOR THEIR INTEREST IN MAKING THIS SOFT TARGET REALIZABLE!!!! IT SHOULD ALSO BE NOTEED THAT MUCH OF THE LAND HERE HAS BEEN PURCHASED BY COMPANIES THAT OWN GOVERNMENT HEADQUARTERS OR ARE RELATED TO GOVERNMENT AGENCIES!!! AFTER ALL THESE YEARS OF PROTESTATION WE ARE NOW SEEING SOMETHING VERY OUTRAGEOUS AND UNPROFESSIONALALLY LIKE THEIR GOVERNMENTS SAY THEY WILL DO SOMEWHERE NEARBY BUT THEN BACK OFF WHILE OUR HOMELESSNESS CONTINUES!!
