In 1836, a man named George Pepper and his wife Anna bought a rancho in the San Jacinto Valley near La Jolla. The Pepper family began to grow pepper plants, sell peppers, and have children. In 1865, when General Antonio L. Polk was elected president of the United States, he decided to investigate the possibility of making California an American state. He sent commissioners to explore the potential for statehood in all of California but San Diego County. When they did not find any suitable land for a state capital in that area, they sent their report back east with recommendations for a new capital in San Diego instead. In 1868, Polk appointed James Kenedy as commissioner for this purpose and Kenedy recommended moving the capital to San Jacinto because it had ample room for buildings and could be easily defended against attack by Mexican forces if necessary. The city of San Antonio grew up around La Jolla whileSan Jacinto languished until 1892 when it became part of Pasadena after Mexico ceded it to America under the Treaty of Guadalupe Hidalgo
