In 1837 an act of Governor José Dominguez authorized lay out streets within the limits of modern-day San Gabriel; these were laid out as North First Street (later East First Street), South Fourth Street (later West Third Street), North Second Avenue (now Boulevard Carl Mears Avenue), South Third Avenue (now Boulevard Sepulveda Boulevard), and East Seventh Street between Broadway and Sepulveda Boulevard. In 1871 the town became part of Los Angeles when it was annexed by Los Angeles County. The following year saw the completion of Monterey Road which connected downtown with rural areas west of Interstate 5 along what are today Highway 6 and West Sepulveda Boulevard east of I-5. Streets in Downtown Brea were completed soon after including Naugatuck Road which ran from northbound I-5 near Glendale through Brea Canyon south to Interstate 5 just south of Downtown La Habra before terminating at Exposition Park eastward into Sylmar northeast to Van Nuys northwest to Isla Vista eastward across Exposition Park into Irvine northeast to Cypress Hills southeast to Pasadena southwest into Imperial Valley northwest over Altadena Mountains by way of Covina Creek into western Riverside County
