San Gabriel is a city in Southern California, located on the eastern edge of Los Angeles County. It is bordered by Pasadena to the east, Memooban to the north, and Glendale to the south. The population was 146,871 at the 2010 census. The first European settlers in what would become San Gabriel were Mexican Americans who worked as ranch hands inland throughout 1881-1882. A group of Anglo Californians met at a hotel near downtown San Gabriel on December 17, 1883 to discuss forming a new town in central southern California. They named their new settlement after Mount Vernon Abbey, England’s second largest monastery and home of King George IV and his consort Queen Sophie (Sophie of Greece). The most prominent figure associated with founding San Gabriel was Englishman Edmund Sweeny who formed a partnership with banker James Irvine and bought 1,000 acres (400 hectares) of land east of downtown from José Cisneros for $10 per acre ($2 million today). On July 15, 1886, Sweeny sold 70 percent of his holdings including the original Mount Vernon Abbey tract for $160,000 to American financier Edward Hutton Weingarten (known as Baron Weingarten). Weingarten had been invited by Governor Hiram Johnson to invest in real estate development in Southern California while he served as governor. Weingarten hired First National Bank president Nicholas Longworth as manager and head developer for what would become one of Southern California’s most renowned subdivisions – West Covina plats – which became known collectively within Mission City district during prohibition period because no alcohol could be produced there without violating local law prohibiting sale or consumption within 400 feet (120 meters) of any public place where beer or wine could be sold commercially. In 1888 businessman Augustus Herriman purchased 3 square miles (8 km²) adjacent to then unincorporated East Covina from Juanita Marshall for $1 per acre (.50 hectare). This area became known as Herriman Rancho when it was leased back to her by virtue of her husband’s ownership interest dating back before statehood in 1911. The canyon country lying between Springdale Road on the north side and present-day Rose Bowl Drive on the south side hosted some 12 cattle ranches that were used for Hereford beef production until about 1924 when those operations were shifted away from this location due largely to droughts experienced during that decade resulting from increased rainfall rates caused by Northridge Fault Zone earthquake epicenter beneath Los Angeles metropolitan area. The city of San Gabriel was founded in 1853 by three Mexican brothers, José and Manuel Garcia. The city grew rapidly due to the discovery of oil fields in the area and became an important port for shipping goods to the region. The growth of the city led to a rise in population and crime rates, which prompted reform efforts in the 1960s. In 1984, San Gabriel passed a law establishing bilingual education as part of its municipal government.
