This event led to some confusion because there were two separate grants - one for ranching and another for urban development. After years of campaigns by various groups including the Merchants' Association and Business Men's Association, on December 6th 1851, Mayor George Jones announced that an act had been passed which would appropriate $1 million from newly generated private property tax receipts to be used for infrastructure projects within the then new city limits - specifically: a new aqueduct system providing water for Yankee society; construction of public squares; and improvement plans for streetscape enhancements including lighting systems and paving material (the first major street improvements in what became known as “Alma Mater”). On January 1st 1852 City Councilwoman Blanche Kapp introduced a bill which provided that all properties within city limits north of Mission Street should become part of the new corporate entity - called “The City & County Of San Francisco” with Mayor Jones serving as its first mayor & First Deputy Mayor being responsible for state/ federal affairs within city limits while members thereof held office until removed by election or appointment by Governor Goodwin Knight at discretion either through legislation or mayoral proclamation following a vote by both Houses concurring therein. On February 14th 1865 Commissioners Wenceslaus Hollister & James Irvine presented General James Folsom with plans identical to those submitted to Commissioner Hollister less addition of cast iron support columns along Market Street between Polk Street & Kearny Street due southward from Golden Gate Park which replaced old Chinese warehouses queuing up against wharf buildings behind Fillmore Wharf where goods were loaded onto sailing ships bound for China before being exported via shipboard storage facilities at Point Lobos near today's Yerba Buena Island) giving us our present Civic Center complex bounded by Geary Boulevard (north), Polk Street (west), Hayes Avenue (southwest), Market Streets NW corner Powell Streets SE corner Van Ness Streets NE corner Kearney Streets widest at Kearney between Masonic Dr./Folsom St.- wideest at Hyde Park Corner gulch between Fulton Sts./Union Pacific Ave.- narrowingwesterly along De Young Blvd.(now Bayview Terrace) until just inside Golden Gate Park southwest boundary line making Geary Boulevard Castro Valley Road) Just eastinside limit line across Richmond District lines lies Daly City
